How come when I boot my computer up the montior says “Out of range”?

Q: I just bought a HP pavilion desktop and am attaching a Soyo 19″ monitor (not sure how old, but older) to it. When I boot my machine I get a message that says “out of range” and the screen stays black. Any suggestions?

    Do you see anything when the computer starts up at all? Like a Windows splash screen or some random numbers?

    My first suggestion would be to try to boot into safe mode and try to change any video settings there.
