How come I cannot see my other partitions on my mac when I boot up?

It sounds like you are having a lot of fun playing with your new old mac. I think the problem you are going to run into is that most documentation you find will be for newer macs. For you to have a mac that is running OS 9.x that means it is probably more than 8 years old since OS X came out in 2001.
So the problem is I think you might be pressing the wrong key but without knowing exactly what model you have there is no way to tell what the correct key is.

Is there a reason you partitioned the drive? Most people try to combine drives. Are you trying to run windows on it?
If you go to the apple in the top left hand corner and select “About this Mac” it will give you the information we need to make sure you are pressing the correct buttons to get the screen you want. So go there and then past the model number into the comments here and we can help more.

So you ran bootcamp, set everything up, now you restart your computer and you are holding down option while it is booting but it just boots into OS X and does not give you the option for booting into windows?

You will want to rerun bootcamp then to make sure everything was setup correctly. You also might want to check out apples bootcamp support page as well.
