How come I am having problems using a cover page with mail merge?

Q: I am having a problem with mail merge in word 2007. I am merging data from MS Access into a catalog type word document. I want it to print multiple records on a page, like a catalog should do, but it doesn’t work when I add a cover page. If I take the cover page out, it works fine. I am using an If statement to bring in the cover page file. Thanks!
