Just about every laptop/notebook has a video out and has USB connections that you can use to connect a keyboard and/or mouse too.
When it comes to netbooks you might not get the same features but all you have to do when looking for a netbook is to make sure it has a video out and that a keyboard can be connected to it by USB. Since they are smaller some makers might leave the video out option off but it is easy enough to check.
