How come I get an error message saying Windows installer not found when I try to download using IE?

Q: When I trying to download from Internet explorer I get an error message “windows installer not found.” How can I fix this?

    Right click on My Computer, click Manage, click on services, and look for a service called Windows Installer. Make sure it is set to Manual or Automatic, and not Disabled.

    If you’re still having trouble I’ll need to know:
    1) Your version of Windows (XP/Vista/7/etc)
    2) Your version of IE
    3) What program you’re trying to download and install
