What is the best way to have an online discussion that is organized?

I’d suggest an on-line discussion forum instead of a “chat” format. It will allow for easy organization of different topics and doesn’t require any special software for the refs or coaches.
The easiest way to do this would be to contact a vBullitin web host ( http://www.google.com/search?q=vBulletin+hosting ) or if the league already has a professionally hosted website, contact the web host to see what they can setup for you.
