Hook the hard drive up to a computer, and then hook this computer up to a TV.

Is there any way I can link to a TV without using a PC / Laptop?

There are a number of media player devices on the market, though they have mixed levels of compatibility with different video and image formats, so I can’t recommended with confidence the purchase of any of these.
Here are a few options on the market: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&Depa=0&Order=BESTMATCH&Description=hd%20media%20player&IsRelated=1&cm_sp=KeywordRelated-_-media_player-_-hd%20media%20player
And one coming out soon: http://www.boxee.tv/box
