Q: How do I disable the ability to delete history in Safari on a Mac?
There is no way to disable the deleting of the history in Safari. What you can do though is created another user account and turn on parental controls. Once you do this you will be able to see the options for how long to store information about where the user using this account has gone.
This will allow you, even if the user deletes their history, to see where the user has gone along with other things. To create an account go to System Preferences -> Accounts. When you are adding you should have the option of turning on Parental Controls and if you click on Open Parental Controls… button and from there you should be able to see everything you need.
