How come my computer uses 100% of the CPU when I run any program?

Q: I had Windows XP home basic 32 bit and my CPU was constantly at 100% so I got Windows Vista home basic 32 bit installation disc. I booted my PC with the installation disc and used the disc to format my hard drive. After formatting my hard drive I installed Windows Vista and that helped me with my problem a little bit. My PC still reaches 100% when I’m running any program though. Is their any thing I can do to fix this?

    What programs are you running, what kind of CPU do you have, and are you having trouble running the programs at all, or is everything fine as long as you don’t pay attention to the CPU resource meter?

    my pc is a dell.

    it dosent matter what program i run my cpu shoots to 100% like firefow, internet explor, norton anitvirues, task manager, meida player, they all run slow . any program i run it runs slugish or sometimes dosent run at all.

    A model name and number, along with what kind of processor is in the computer would help greatly.
