How do I access the recovery partition on my Windows XP computer?

Q: I got a Compaq Windows XP 1gig, old laptop, and every once in a while it asks me if I want to unlock the recovery partition and I’d like to unlock it and see but I can’t seem to get in there because it’s LOCKED? Do you know how to get in there.
