How do I fix a computer full of viruses that wont let me run any programs?

Q: I have a friend’s Dell/Windows 7 computer that has the screen appearing with the message that the computer is full of viruses. I cannot run any programs at all – not even the ever-so-helpful restore. What can I try to do to resolve this issue – I can’t even run a virus protection.
