If you already have a smart phone or are planning on getting one anyway, your most cost effective option would probably be tethering. This is where you plug your phone into the laptop, and the laptop uses the phone’s internet connection. Depending on your phone and plan, expect to pay $0 – $20 extra a month. Check with your cell phone service provider for details.

Assuming you’re in the USA, you are probably going to be limited to the major cell carriers: AT&T, Verizon and Sprint. If you’re only operating in a local area there may be other options available to you.

AT&T and Verizon both have some pay as you go options available, but they are still pretty expensive: http://news.cnet.com/8301-30686_3-10403933-266.html
