No, while the kernel of the Android OS was derived from Linux, you can’t run Linux software on the Android OS.
If the linux program was written in Java, you might be able to rewrite/modify it using the Android SDK, but you’ll need to be a skilled Java Programmer for that type of work.

I was thinking of using VNC software to use my computer remotely from a android device.But I want to know how much of my data plane it would use up?

With so many variables involved it’s impossible to say. You’ll need to monitor your usage through the month. Also, don’t expect great connectivity or response time unless you’re on Wifi (or possibly 4G)
