How come I cannot access system recovery after reinstalling windows?

Q: I have a Dell laptop inspiron 1545(windows vista) and I unnecessarily reinstalled the window operating system. I was trying to restore my computer to its factory settings and am now stuck. The setup guide had told me that after restarting my computer, press F8 when the Dell logo appeared, select Repair Your Computer, which would then lead me to the System Recovery Options window. While those options were available before I installed the second OS, now when I press Repair Your Computer the options go straight to how I want to open windows, i.e. Safe mode, Command, normally, etc. Also I have to select which OS (Microsoft Windows Vista or Windows Vista) whenever I reboot. I have tried restarting the computer with the OS cd and and looking for ways to system format but those options are never given. All I want is to run a system restore to clean up my laptop and have one OS. Plus can anyone tell me why I can’t access the system recovery options window anymore?? Any help is greatly appreciated.
