What is HotFixInstaller?

Can anybody tell me what HotFixInstaller is? I have 16 folders on my C: drive ( i.e 74a694c1b2425bee…) , each of these consist of more folders, up to 28 in some cases ( i.e 1025 ). Are these safe to delete, what are they, and what function do they serve. Any advice would be greatly received. Thanks,

The folders and hotfixinstaller should all be part of Windows Update.
Instead of deleting those folders manually, I suggest using ccleaner (free) http://www.piriform.com/ccleaner this will scan your PC for any potentially junk data files. That should get rid of some of those folders for you and a lot of other extra stuff too.
