Why does my computer tell me it is running at 3.2GHz when my processor is 3.6GHz?

Q: I have a new computer with CPU i7 3.6
when a turn the computer on it in the opening screen
i see i7 3.2
Why is it showing 3.2 instead 3.6
how do a know the computer is running at 3.6

    Download and install CPU-Z http://www.cpuid.com/downloads/cpu-z/1.58-setup-en.exe
