How come I am getting a non-system disk error after changing my hard drive?

Q: HP Pavilion a6119h PC
I did a boot disk, and I have a recovery disc from HP
I replaced hard drive
Receiving message
non-system disk error, or disk error
strike any key when ready
When I do this received same message.
Is it that its not recognizing the CD/DVD drive?
How do I fix this?

    Go into your bios and edit the boot order so that the CD/DVD drive is ahead of the hard drive in the boot order list.

    If the CD/DVD drive is ahead of the harddirve in the boot order list, and the drive is having a hard time reading the disk. Put the disk in another computer that is already booted up and see if you can view the contents of the file. If you can, then the CD/DVD drive may be bad or dirty. If the CD/DVD doesn’t read in the other computer, then the CD/DVD is bad.
