How can I make it so that one PC on my network gets the maximum bandwidth?

You would have to have a router that supports QoS (quality of service). This would allow you to set a certain service for getting a minimum amount of bandwidth or even a certain computer/device to have a minimum available bandwidth.
The Linksys E3200 High-Performance Simultaneous Dual-Band Wireless-N Router is an example of a router that supports QoS but there are many more out there.

Sorry I forgot to mention that what if I don’t have access to the router, means I am on one of the PCs which are sharing. Is there any way..??

If you don’t have access to the router then there is nothing you can do.
