Is there a way to make a low-cost hand held messaging device that sends and receives messages to only a select few?

Q: Okay, something for you major geeks out there. I work for a Minecraft server, (Yes minecraft) we are a very dedicated server (easily having put well over a couple thousand dollars on the owner’s part for a servertower) and someone has actually brought up, jokingly, that the staff should have like a hand-held messaging device for staff that wasn’t a phone.

Is there a way to make a low-cost hand held messaging device that sends and receives messages to only a select few? Essentially can one make something of the sort out of a bunch of GO Phones? And if so, what would it use to transfer the messages?

    I am neither a hardware manufacturer or application developer but first thoughts about what you are trying to do tell me that it would be easier to develop a messaging app that you can install on your smart phone to message only the users that you want to talk to.
