The question is some what vague. Do you mean mobile touch computing or touch computing in general? There have been touch screens around for a long long time.
Why did it come about? Not really sure but one would expect that it was much easier to change interfaces on touch screens than to change keys around so I would have to think that the fast food industry had at least a little something to do with it as it is not worth changing out every single register each time they add a special.
