  1.

A fluid ounce (fl oz) is a measure of volume, ie how much space something takes up or how much space something contains.

An ounce (oz) is a measure of mass or, if I recall correctly, we usually consider that the gravitational pull on the mass and therefore it is weight.

So the fluid ounce tell us the containers have the same volume. The ounce tells us that one weighs more than the other. One would think that the one that weighs more would have more product in it by weight.
