How come my screen freaks out after installing an updated driver for my video card?

Q: I tried to start up Minecraft on a computer i just bought off Craigs list, but it said i had to upgrade the graphics driver, so i went and got AMD catalyst control center and let it do whatever it is that it dose. after it was done my computer restarted like normal and when it started back up everything was fine and dandy untill it got to the desktop, thats when the screen freaked out (looks like a bunch of rows of snow) and the only way for me to fix it is by turning off the computer manually (pressing the power button) and then restarting t in safe mode, at first i thought the graphics card was broken but i soon excluded that because of the fact that it would show the normal start up. after awhile i jsut gave up and decided to just use the windows 7 installation disk to wipe the computer back to how i bought it. about a day later i tried again and the same thing happened, can someone help me with this?
