Android should be able to handle excel documents. I use it daily for mileage tracking for my job. It lets me open and update my excel documents. Then i can save it and open on my PC.

i usually sync my excel files with my drop box account and can open them up right on my Pc without any hassle.

Android offers a few 7″ tablets for under $700 (including Kindle Fire and Samsung Galaxy Tab)

Other than Android you may want to look into seeing if any refurbished Windows tablets available out there. As well Windows 8 tablets may be releasing this year which will provide more options for you.
