How come the trackpad on my Toshiba is acting up?

Q: I have a Toshiba Satellite Pro. When I start the computer and it goes to the desktop I try to move the cursor with the touch pad and it will move but a blue box will stretch over the screen. The mouse/touch pad on the laptop will only sporadically work and only after several attempts to restart the computer. Then if I make the mistake of holding down the cursor and dragging – then the screen freaks out and will no longer remain static. I hope this makes sense and you can help me because it is very frustrating being unable to use the touchpad on the laptop and having to use short-keys to use it!
