Does Windows have a key logger built into it?

Q: Do Windows operating system computers run key loggers as part of the operating system for auto system recovery on windows 2000 and above operating systems? Sorry, i know that is long, but it was quoted to me like that.

    There is no key logger built into Windows. Not even for auto system recovery. I am not sure how a key logger would be useful for system recovery anyway. Just because something is typed does not mean it would need to be stored for the system to be able to recover correctly.
