How can I fix a Windows XP boot fault with hal.dll missing or corrupt?

Q: I have a old Windows XP PC displaying a boot fault of :

<windows root>\system32\hal.dll missing or corrupt.

I have my laptop (which I’m using) but can anyone tell me a simple-ish way of fixing this please as I’m at my wits end and ready to give up.
