How come I get errors when trying to change the theme or screen saver settings on my laptop?

Q: I am using Windows Vista and often get the following error message when trying to change the settings like the screen saver and theme of my laptop.

C:\Windows\system32\rundll32.exe

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

I have run several registry cleaning programs, de-fragged the system and made sure my account is the Administrator.

Any suggestions to give me back control over the settings?
