How come I get Windows cannot access the specified device, path, or file when clicking on icons?

Q: Every time I click on a icon or setting it says “windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.” I don’t know what to do.

    Please provide additional details.
    What version of Windows is this? When did the problem begin? What changes/downloads/installations were made to the computer that might be related to this problem.

    I’m running windows vista home, it started about 3 days ago, but every time i shut it down the PC goes to a blue screen and dumps memory when it get to 100% it re-boots that’s been going on for a long time tho
