When I Google it I come up with nothing, which makes me think it is harmful.

Certainly not part of Windows itself. Could easily be part of a program you have installed.
Worst case of deleting it is a program that you use on your computer won’t run properly anymore.
If you don’t have any faith in your currenty anti-virus/anti-spyware software you should remove it and install Microsoft Security Essentials (free) http://bit.ly/btJ6Jy and run a scan.
You can also submit the scsognds.dll file to Virus Total, which will run it through a whole bunch of different anti-virus products to see if it is harmful: http://www.virustotal.com/
