How come my computer says I need to replace hal.dll to start?

Q: I have a Dell Inspiron 1545 and it crashed. When I go to turn it on it says “Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll”. It says to please re-install a copy of the file but the only disks I got with my computer was a Roxio Creater re-install, a application disk for re-installing Cyberlink PowerDVD and a Windows XP and Windows Vista re-install (I tried to re-install Windows XP but it freezes). I don’t have the money to go have someone fix my computer is there anything I can do to fix it. And if there is explain in details in not a computer person.

    Your best option is to do a Windows reinstall, however the freezing could be a problem with the actual hard drive.
