How come Outlook Express keeps opening even though I want Outlook 2003 to open?

Q: Changed from Outlook Express to Outlook 2003. When pictures or files are sent from the folder it defaults to express. How do I get it to use Outlook 2003?

    To make Outlook 2003 the default mail handler, Double-click My Computer> Tools> Folder Options> File Types > select URL:Mailto Protocol> Advanced button > Open command > Edit button, examine/modify the “Application used to perform action”
    box so it has the following value:
    “C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE” -c IPM.Note /m “%1”
