Q: How come my Windows Vista laptop will not shutdown or restart but it will go into hibernate and sleep?
Cut the power (including the battery) > hold the start button down for 20 seconds to clear static electricity (just in case) > put battery and powerline back > start with the hardware start button > keep tapping F8 until you get the black screen with the white writing > navigate to SAFE MODE with the Down Arrow > hit ENTER > wait until you get the funny desk top > click the Vista START button (or on the keyboard) > do RESTART and things will come back to order.

I cut the power completely like you said and it was working. It shutdown like it should but now it is back to doing it again. and I am getting an error:
The application failed to initialize properly(0xc0000142) click ok to terminate the application.
can you help me with this please?

You’ll need to use the System File checker. Microsoft has instructions here:

This will scan your operating system files and replace damaged files.
What kind of security software (anti-virus/anti-malware, etc?) do you currently have installed?
