This depends on your end goal.
If you want to restore your computer to factory settings, you should follow the instructions on the PC manufacturer’s website.
If you want all data on your computer’s harddrive permanently destroyed because you’re selling the computer, use Boot & Nuke: http://www.dban.org/
If you’re moving to a new operating system, just boot from the new install CD/DVD and you should have a option there to wipe the drive before installing the new OS.
Just make sure to backup all your important files first!
