How come I cannot get the Windows Update screen to show up on my Dell laptop?

Q: Dell Laptop- Will not pull up screen to do Windows Update. Clicks , but does not show options. Box disappears. Unable to update from Control Panel either. Other system tools will not pull up from Control Panel.
