How come I am unable to download “play memories home” for my Sony HandyCam?

The handycam manual says:turn on the computer, log in as administrator, close all applications, connect the camcorder to the computer using the built-in usb cable, then select usb connect on the lcd screen of the camcorder. With windows 7, which i am using, select (PllayMemories Home) on the device stage window.
When I do all this, the PlayMemories Home never comes up.
That’s the problem.
