Why do I get a settings icon on my screen that opens in notepad?

Q: Sometimes I get a ‘setting’ icon on my screen. When I click on it notepad opens with this message;

PixelPerInch=96
AlwaysOnTop=TRUE
Measurement=PIXELS
Orientation=Horizontal

I delete the icon but it comes back.
How can I prevent this???

Q: I opened up a compiled C program in notepad and noticed that there are an insane amount of nulls. Why is that?
